It is a very very bad experience to work with Fedex Shenzhen Office.
Each time,when we ask them to send us some documents(such as B/L), they request us to sign a document（power of attorney）to them, then they start to arrange it. We just need to face only one person to deal this kind of things when we work with other forwarder in China. I can not understand why they change so simple things so complex.
Our export agent is in Shenzhen,Fedex also in Shenzhen, we ask them to send the clear documents to our agent directly, they also ask us to sign power of attorney and send them first(can not by email or fax), then they will arrange it.
They send us many documents to sign to avoid their duty. Attached the power of attorney for your reference. I think they have no rights reject to resend a B/L if realy lost when the express send it.
There is a Chinese saying"take off the pants to fart", I think they do the same thing like this. Each time they said they have their rules, I know, we also have our rulers. It is the only one forwarder to do so in China. They waist many times to send us the clear documents. We reject to work with them next time.
They also charge us very high handcharge to deal with the freight,but provide so bad serve. What do they think they are？they are the god,we are slave.

I fully understand your frustration that you may have spent some extra time doing the paperwork. We regret for the inconvenience. I will review the process and see if we can improve the SOP. Below, I would like to explain something on these two documents.
The declaimer for expressing the HBL –As you know, the original HBL serves as the transportation agreement and the title to the goods. When forwarders issue the original HBLs to shippers, it is supposed the shippers should come to forwarder’s counter to fetch it. (Just like Hong Kong, almost all original bills are released and dispatched at the counter without courier involved.) However, in many cases in SZX, the shippers are located far away from the forwarders’ office, so forwarders are required by the shippers to courier the original documents to them. Under such circumstance, forwarder would request shippers to sign a declaimer to forwarders. As you know when the HBL left our counter, it is out of our control. We raise the declaimer just to make clear the responsibilities. However, I do think that the declaimer has to be original copy is a little cumbersome for shippers. I am checking our head office is it can be replaced by email. And the declaimer is just once-off document if the “send to” party and the address remain the same.
The Letter of Authorization for courier the customs document – since the customs document is an important document for shipper and it would be not filled when lost. So just as explained above, we raised a declaimer for your agreement when we have to have a 3rd party to deliver it to you. Please understand some shippers would engage in buying export license (买单) and the “Send-to” parties always change. It is quite risky to us, that is why we require shippers’ confirmation for every shipment.
You may say our procedure is complicated but I would have to argue that this is some protecting actions forced by the chaos of the market.
Anyway, I can understand that dealing with some paperwork is really annoying. My solution to mitigate your bad feeling are,
- I will discuss with our internal party to see if an email declaimer is acceptable or not.
- If the “send to” party and its address does not change, we only required once-off signature, not every time.
