    本人一年前开始接触外贸,从跟单做起,正式做业务员4个月左右,现碰到一个棘手问题,期待高手解答


    我们是做园林工具的。有一个意大利客户,要买侧挂式割草机,订单谈到马上开信用证的阶段,突然提出必须需要ERUOPEAN REFERENT,否者就是非法。之前公司出口欧洲多个国家,都未遇到此类要求,打电话到CE 证书办理机构,说是也未遇到其他公司谈及此事。客户相关邮件内容如下:European referent means that you need someone in Europe that can hold
    the technical sheets and that can give explanations in case of any
    requests.

    the technical sheet is when you make a new product, you create a document with all the details.

    邮件沟通期间客户发世界知名品牌日本SHIDAIWA的文件样本给我看,他们有一个英国人的签字及联系方式。还发欧洲相关法律给我看,确实存在这个规定。我问是否从其他中国供应商拿到类似文件,说是没有从中国买过整机,以前只是买配件,不需要这个。skype 相关对话如下:

    大致意思是,客户必须要European referent.要我们打到CE 认证机构(Ente Certificazione Macchine)
     询问,但是国内只是代理,我得到答复无法帮我们担保。客户也积极跟意大利机构沟通,提供了联系方式给我,说是让意大利CE 机构作为代表是可行的。我跟意大利CE认证机构沟通后,得到邮件回复内容如下:
    we can act as the Authorized Representative holding the TCF, in the
    EEC.
    For this service the price is Euro 500 per year and we demand 5 years
    paid in advance.
    说是需要500欧元每年的年费,而且一交五年,合计RMB 1万多。
    请问各位老鸟:
    1,这个代表是否是必须的,在意大利还是欧盟是必须的?如果没有,会有哪些隐患?
    2.  有哪些选择?老客户,CE机构?
    3   意大利CE机构的年费标准是否合理?
    4  如果决定让意大利CE机构办理,需要什么手续和文件?

    谢谢大家的关注,可惜没有人给点实质性的建议和指导。信用证本来早就开了,就是这个问题拖了一个多星期。希望下星期一能得到解决。
